Power Locks Wont Lock, But Will Unlock

Car is a 97 convertible.

The power locks will not lock, but will unlock, and the behavior is the same from either drivers or passengers switch or the key fob.

Thoughts?

Sounds like the actuators are weak.

Could be the actuators, GEM, or master switch. I am leaning more towards the master switch with the info I have and not being able to look at the car.

It will be something systemic - I can't imagine both actuators went at the same time. I guess hoping its the master switch not the GEM. When you press lock from either door or the key fob, there is just nothing, no noise at all whatsoever. Unlock is fine.

I just had to replace the GEM in my 04. My car was acting all kinds of crazy.
