power steering help

after we finished the h/c/i install on my mustang the power steering hasnt worked. we tried 2 different pumps now and still has the same problem. the power steering will work if you rev the car and turn the wheel but not if your sitting still. and when you turn hard it will jerk from time to time. but for the most part it doesnt work. its been like this for months now so i know all the air has worked it way out and there is plenty of fluid in it. any ideas?
 
Weird... It sounds like there might be something wrong with the rack itself. I'm not sure how they work, but I do believe the fluid just recirculates when the rack is in its centered position, and hydraulic pressure is applied to pistons within the rack when you turn the wheel. I'm not sure if this is controlled by valves within the rack at the steering shaft input, but if that is the case it could be the problem.

Does the pump make any unusual noise? Does the fluid in the reservoire look "foamy" at all? If not, my vote is on a bad rack.
 
weird thing is power steering worked perfectly fine until we took the pump off and did the h/c/i install. swap took a couple weeks. and then put it back together with a new pump and doesnt work. changed the pump and still doesnt. i dont think its the rack for this reason.
