well i figured it out so ill post what i did incase anybody has to go through what i went through.
its pretty straight foward 2 ends of the hose you haved to unscrew and 1 screw in the frame holding the hose away from the belt.

11/16 open end wrench (recomend a ratcheting head wrench)
10mm socket
cresent wrench (if needed)

-removal-
1)the top connection, the one directly on the pump is easy but i had to use a cresent wrench to crack it then took it off with a 11/16 open end wrench.
2)the screw holding the hose to the frame is under the battery you can see the bracket but have to find it with your hand. 10mm screw
3)the bottom connection is a pita. i had take the drivers side tire off and jack the car up jus tto i could get to it. since the hose was busted i cut the metal tubing to make it easier to get to. again a 11/16 open end but i had to hit the end with the cresent wrench to get some extra torque going in the small space allowed.
-install-
just do it in reverse basically
1) i screwed the bracket back in to hold the hose in place
2) screw back in the top connection on the pump, i believe it is called a pressure thread or something like that, basically the thread wont start itself so you have to apply pressure in the direction you are screwing it in. the threads are steel but they are small so be careful when appying the pressure so you dont get the threads in wrong. the top one is easy.
3) the bottom connection is the pita to get back in. b/c of the location and angle it goes in and all the other hoses and front sway bar you have to manuver your left hand over the swat bar and down. while also holding the hose with your hand and using your thumb to apply the pressure. again bc of the small space with a regular open end it takes a lot of paitence and a strong thumb, but once you get it started in its threads it is easy. one of those wrenches that has the ratching head would be great for this, but i didn't have one. on a side note i dislocated my thumb doing this b/c it took me a long time to get it started, so have a strong thumb or know how to pop your thumb back in place.
the Ford dealership I called said the mechanics make their own special tool for this job, but I don't have a torch to cut a wrench
yeah asking the dealer about tools is useless. I called and asked them if they used anythign like the MM bushing removal tool and the guy was like "they have their own tools" i said i know what do they use? "oh i can't help you". I didn't have that much trouble getting my lower hose off mine just pops on and off no tools needed that i can remember
