power steering issues

I have a 95 GT, and my power steering takes 2 hands to turn the wheel, its not as bad as with the key off but it is not nearly as easy as it used to be.

I have replaced the ps pump twice, the rack, flushed the lines, replaced the fluid, checked to make sure the lines were in the correct locations (with pics online), and bled the system by turning the wheel back and forth with the motor running.

I am out of ideas and would greatly appreciate any help.

I kinda had the same thought. With the shaft disconnected, does your wheel turn real easy (it should just fly back and forth)?

Does the fluid at the cooler get real hot?
When you flushed it, how fast was fluid coming out and into the bucket (or how fast was the res being depleted)?
 
Before I flushed it the fluid was getting to 170* (infared thermometer), After around 90-100. When we flushed it it had a descent flow. I have not check the steering column, I will check that tomarrow.
