Lucas oil makes a great power steering fluid. This stuff works wonders.

You can pick it up at any auto parts store. It's much thinker than the normal fluid.
First try and get as much of the fluid as you can from the top of the pump. A turkey baster works good. (don't use your mom's or wifes she will be mad)
You dont need to get it all out, just the more you get the more of the lucas will fit.
Once you get all you think you can fill back up with the lucas to the proper level.
Start car, Give a few minutes to work threw the system, you could even turn the wheels from right to left full travel to help it out.
If this does not get rid of the whine it will make it quiet enough to were you won't notice it.

Type F is an Automatic Transmission Fluid, which our Foxes also happen to use for PS. I'm sure Ford bottles up (ESW-M2C33-F spec I believe) Type F fluid and labels it PS fluid with an X times price tag, but it is the same fluid as a jug of ATF Type F.
Now what you wouldn't want to do is throw a quart of Dexron or Mercon in your PS system.
The issue I see is seal compatibility. Fluids other than Type F don't always play nice with seals, let alone the coefficient of friction differences.
The problem is that putting the wrong fluid in doesnt create a known issue immediately, so most folks would not surmise that fluid caused the item to fail.

The best results I have been able to get have been using a new parts store pump and Redline synthetic ATF, which was left over from my T5 trans fluid change.
The pump was very quiet for a good couple of months... 6mo IIRC...
Then the noise set in... and changing the fluid at that point did not help reduce the noise.
Next time I have to replace a pump, I plan on running full synthetic ATF, and changing the PS fluid every oil change.....
may be overkill, but I want to know if that will work or not... ???

Jason, I also used Redline when I renewed all of the steering components. However, IIRC their PS fluid meets Type F requirements for Ford steering systems requiring Type F. Don't quote me on that but I remember having to do some checking and reading to be sure I had the best guess with picking what I thought to be the most appropriate fluid. Note that I did *not* actually call their tech line to ask on that one.
Honestly, I don't remember JT...
and sadly, I don't think I have any of the Redline stock left.
I have been using Mobile 1 for everything, as it is easier to find locally...
Haven't tried it in the PS pump yet though
