Power steering wont line up with other pulleys

Hey guys I need help. First of all I know I dont need to tell anyone on this site but let me start by saying UPR products SUCK. I got their power steering pump bracket and am having serious problems. First of all one of the spacers for the bolts is about 1 mm to short but just enough to not put any tension on the w/p while it is tightened, I had to put a washer behind it. Second the pulleys dont line up. If you look at the pics the belt is ontop of the lip of the top of the water pump, it is ruining my belt, and I am afraid under a load the belt will pop off.

I need help, any ideas out there? The only thing I can think of that will fix my problem is to press the pulley on further down, but the pulley is already sitting flush with the shaft as shown in the picture. Is there any type of press that can push the pulley on past the shaft? I just need to press it on about 1mm or 2 down. Not sure what else to do. I dont want to return the part, I would rather find a way to make it work. Thanks.
