Are you trying to put the pulley on the water pump or the belts on?

Just loosen the pump on it's slides and get it over the fan blades and your home.

Loosen the top and bottom bolt. You will see that the bottom one is in a slot that allows the pump to swing in toward the center of the engine. Put your belt on and use a pry bar or tire tool to put pressure on the pump to hold it tight while tightening the bolts. Do not put the pry bar on the pump housing, you could damage it!
