When you purchase a vehicle out of state, im assuming that the dealer pays the tax on the purchase based on the tax rate where you live and tacks it onto the purchase price? Or am i responsible for paying the tax on it after i get the vehicle back to Ohio?

I bought my car from a private party in Ohio. I paid tax (TN rate) on it when I registered it.

I bought my DD from an out-of-state dealer, and it was the exact same way -- I paid the tax when I registered the vehicle in my state.

Hopefully i can just have the dealer in PA add the OH tax onto the loan because i don't have an extra $400 sitting around I'll call the BMV tomarrow to make sure, then call my loan place.

This varies widely. If you are buying it from a dealer in a neighboring state, they may be able to collect it and pay your state. If so, make sure you get a copy of their tax id number in your state, and a paid receipt for the tax. Otherwise, you may have to pay it again before you can register it. Been there, done that. Took a while, but I got my money back from the dealer too.

From a private party, you, the buyer, usually pay the sales tax in your state prior to registering the vehicle, as well as the property tax if applicable.
