rack & pinion creaking?

My friend brought his car over and wanted me to look at the steering. I have never worked on rack & pinion before. It has a loud creak coming from the rubber boot on the passenger side. It is the piece that goes from the wheel to the rack. The boot in question is up against the rack. What is causing this?
UPDATE:
I have figured out that the noise is coming from inside the bellow on the passenger side. I am guessing there is some kind of joint or tie rod inside there. Is there some sort of seal in there? There is no fluid leaking. Sounds like something is really dry. The boot is not made to take off, so I am not going to mess with it. Any info?
