Rear Drums.... Click

I have a 87 GT, and if im in first gear at about 5 mph and i left off the gas and the car starts to engine brake, teh rear drums click. I think its the rear drums atleast, anyone else have this happen to them? I think it might have something to do with the rain. Whenever it rains the car doesn't but if it doesn't rain then its just fine. What do you guys think?
 
Could possibly be the Emergency brake. E brake doesn't use a caliper to ingauge. You can tell because when you pull the e brake it makes a clicking noise. (higher the more brake applied to the rear drums.) I would take off the wheels and drums. Then try spinning the actual drive line to see if anythings out of the ordinary. Sounds like somethings broke and is rubbing when its dry. Makes sense when its raining, due to less friction.
