Removing Paint

The previous owner of my mustang tried to do some touch ups and did a piss poor job of it. Is there an easy way to remove the new paint without affecting the old paint?

He added louvers to the back quarter panels and it looks like he calked around the seam and then painted over it with auto paint. Would prefer to not have to sand the whole thing down and repaint.

Thanks for any help.
