if i have a set of 15 in pony wheels on ym stang now, will i be able to put 17" bullit rims on it without any modifications?

not without a 5 lug conversion!

if i got a set of 5.0 springs, would they fir my 2.3 body and work just the same?

For starters, i believe your Pony's are 16s.

Second, i'd suggest going over to 5.0 Tech and doing a search on 5 lug swaps...there's gobs and gobs of info over there, much more than anyone can post here to help you. There's a bunch of ways to do it...some are dirt cheap and use junkyard parts, some are super expensive and upgrade the differential and front/back brakes. It all depends on your budget.

Oh, and 5.0 springs will likely make your car sit funny, especially in the front...it would probably sit higher than usual since the springs are stiffer to support the extra weight of the 302.

A 5-lug swap needed to run bullitt wheels is not an easy thing if you need to ask such a question.

Go over to the 5.0 boards and search around. You'll need Sn95 parts to correctly run the bullitts.

5.0 springs will fit, but they will jack your car up. Aftermarket springs are the way to go.
