Other than a diff # of bolts here and there they are mechanically identical. One notable difference would be that the romeos have the updated aluminum x over intake manifold.

The 1996 thru 1998 Mustangs came with Romeo based engines. The 1999 thru 2000 Mustangs came with Windsor engines. Then just for fun, Ford went back to Romeo engines in the 2001 thru 2003 Mustangs. Romeo is 11 valve cover bolts and i believe windsor is 14

The windsor engines also have pistons with thicker top ring lands.. which makes them a little less prone to breakage under higher combustion pressures/temps.

Windsor use a different jack screw then the Romeos, Windsors also have full floating pistons and pins, use the same con-rod as the Cobra, 8 bolt flywheel, different main bearings, 10mm hardware to hold the front cvr and assc on, double lipped frt crank seal, cams wth pressed on timing gears and prob somemore smaller items as well

Geez Randy, you probably typed that with your eyes closed.

Just to clarify.. the windsor's 8 bolt crank isn't forged like the Cobra crank.

I'm not sure who fed you this info, but there's no truth to this what so ever.

No, I'm afraid not.

Here's a great guide that shows some of the differences between the Romeo and Windsor engines.....
