Its cheap but it says its only for 1982 and older whats up with that????

1982 and older were still a two piece rear main seal and 28oz imbalance, versus the HO 50oz imbalance. The cranks aren't interchangable because of the rear main seal difference, although you could use a 28oz imbalance with the correct balancer and flywheel.
