running out of ideas on whats wrong

I recently put a 331 stroker in my car and honestly has no power, it will rev and sound like its flying but in all reality its not going anywhere.
Its a 331 with performer rpm2 intake, comp cams xe26hr, 70mm throttle body, 30lb injectors, gt40p heads, c&l 76mm with 30lb tube, aeromotive fuel pressure reg, msd wires, ngk r plugs, ford racing headers, off road h pipe, flowmaster 40s.

With the timing at 16deg and the fuel pressure at 45psi unplugged, when you take off in first gear and ease up to 3grand its smooth through the powerband, but as soon as you punch it over 3grand it acts like its trying to pull hard but its not going as quick as it should, then once you get around 5grand its has no power and will bobble or studder up to 6200. once you shift it starts over, with out any more power really. but it will run smooth at a cruise around 2000 and idle fine all day long, but once you get into it there is nothing.

Ive tried adjusting the timing all around, adjusting the fuel pressure, ive worked with alot of different friends who have had multiple foxs and we have run out of i deas on whats wrong.

I recently bought a tweecer to try and see if i could change anything in the computer to help solve my problems but i think that there is something else missing, something mechanical going wrong that i must fix before the tweecer can do anything for me.

Anyone have any ideas on what i should check or adjust?

i wasnt sure on what head would work with the combo, and i got a good deal on them, they had a valve job and replaced the springs with what ever the stockgt40p springs are.
The only reason i have the fuel pressure up that high is because the plugs looked like it had been running a little lean. and as i increased the pressure in about 1lb increments it ran smoother up top but never ran great.
i heard some different things, someone thought that the cam timing might be off when i had the motor built, also i have heard that it might be because of the cnl or the lack of my cold air intake.

I thought that i would update, i set the fuel pressure back to 39-40psi, and set the timing to 10deg, i then had a friend who is familiar with the tweecer come over and we started setting a tune for the car and this solved all most all the problems ive been having, the only thing is i havent had the opportunity to open it up since its been raining hard all day.
