setting up pinion bearing preload

I cant seem to locate an inch pound torque wrench that measures low enough to set the preload, all the ones that I can get locally start at 30 inch pounds and most start above 100.has any one set their preload without using a torque wrench. I have the sleeve crushed down to the point where there is the slightest bit of play and im thinkin of just going on with the rest of the setup.Im gonna check the backlash and also check the pattern with the marking compound.
 
you have to setup pinion depth and preload before you can do anything else. whats the spec on it? like 12-15 in/lbs. in class we used a small beam style torque wrench that was in/lbs to get the turning torque or preload..whatever you want to call it.

This is the proper way to do it, and you cannot use a click type torque wrench.
