Sick of Misfires! I think I'm Gonna Scream!

Okay, so a month ago I had a cylinder 3 misfire, I replaced all the plugs and plug wires and the misfire went away, until now. Today, same thing, cylinder 3 misfire. I know misfires are caused by a lot of things, but I need to know if either of these two things could cause a misfire....

1. Bad fuel filter? I dont know when mine was replaced, but I intend on doing it soon. Would this cause a misfire?

2. Under voltage? Ok I have a digital voltmeter for my system, and if I have my A/C on, and my system, it will often drop down as low as 11 Volts. Would this cause a misfire.

Only other question, and this one is a little more tricky, when the check engine light comes on with a misfire code, does it mean that it misfired once? Or something else? Someone told me once that it will only throw a code if it misfires more than 2% of the time, any truth to that? Thanks in advance.

a bad fuel filter will not cause it ot misfire but will make it very luggish feeling. If you just replace the spark plugs and wires I would try this. The condensor on the side of your coil packs I would un plug them. These have caused problems before. If it isn't that then take and ohm meter and test the ohms of each wire. The ohms should be like 4-5 thousand unless they are a high performance set.
