Smogging Giving Me Motor Confusion - Need Help...

Guys:

I'm in a delima... I want to build a 408 stroker and already have a roller block for it... I live in the Everett area where we have to smog the cars... I can't be sure the 408 will pass... Thus, I could just build a 306 and spray it with a lot of juice - N20Jnky - Get it??? However I really would rather have the 408... So --

Are there any "can't miss" ways of getting around smog??? I have heard of registering the car using someone elses residence, but then I heard that might be changing... Any other techniques??? It has to be 100% effective as I don't want to put 6K into a forged stroker and then not be able to run it...
