Sn95 Help Fuel Issue

I have been working on my son's sn95 off for 10 min and would not restart...replaced ccrm with a good used one have only 9.6v back at inertia switch but battery is a little low ...I unplug the harness at tank that goes to pump and voltage is fine once I plug in the pump and sending unit harness at tank it shorts and loss of voltage could it be the pump overheated and shorted? It was on a long drive home when this happened
