Steering Wheel/Column Adjustment

Ok, so I just got my alarm installed and when I got the car back I noticed the steering wheel is sitting lower (touching my legs when I get in the car). Anway, how do I re-adjust it? Its a 97 and common sense tells me its the lever on the left side under the blinker switch, but it doesn't seem to be working. Is there a special way to use that lever? if that is even the correct lever to use that adjusts it.

The cars still somewhat new to me, so I don't feel too stupid for asking this...

Yup,the little lever below the turn signal. You need to pull it towards you and lift the wheel up.
