Still Got Vehicle Not Responding

okay, I am SOOO MAD!! this has been about 3 weeks now and I still cant figuire it out. here I go

I moved all the wires from the driver side fender, (coil wires, grounds etc) to under the fender, to hide them. after, the check engine light is on. I tried to scan it and it says, "vehicle not responding" I have checked for continuity between all of the power and grounds going to the ecu, checked for power at the ecu relay, I have used the diagram that Jrichker has givin me, still nothing, could the eec be bad? did I short it? the car will run but very very bad. pings, starts barely, etc. PLEASE HELP, what wires on the side of the fender could cause this. I know the computer gets a ground there, and I have checked it, even ran a wire straight from the battey too all of the grounds. maybe someone could tell me exactly were all the wires on the fender are going? maybe I have one in the wrong place? damn sure they are right. thanks. well think about a regular computer.. if your computers hard drive is bad it doesnt respond or says "w.e isnt resposnding" i would look to see if your computers bad.. i mean you could of shorted it or gotten something in there.. did you check the diagnostic port wires?
 
I only disconnected the connectors, behind the strut tower, but I plugged them back in. also, I tried the junkyard today for another ecu. but no luck. I don't know man, very frustrating. I don't see what I could have done moving the wires under there.? I guess the eec is shorted. I took the cover off of the eec and looked at the chip looking for dark marks or melted solder, but nothing visible.

should any of the wires to the diag port have power? none of mine do.. just wondering.
 
No power to the diagnostic port. All the wires either look to be pulled down to ground level or provide ground for testing purposes.

My best guess is that the computer power ground isn't working like it should. Remove the passenger side kick panel and the plastic cover over the back of the computer wiring. Locate pins 40 & 60 (black/lt green wires, computer power ground) and probe the from the rear (wire side). Turn the key on, and measure the voltage between pins 40 & 60 & ground. You should see less than .5 volt. More that that and you have a bad ground or bad wiring.

Locate pins 37 & 57 (red wires, key on computer power) and probe them from the rear (wire side). Check the voltage between them and ground. It should be the same as battery voltage, +/- .75 volt. Low votage here is either a failed ECC relay (located on top of the computer & hard to reach) or a fuse link that is bad. The fuse links all live in the wiring bundle by the coil & starter relay.
 
okay, so I checked pins 40 and 60 to ground, it showd 0.00 and sometimes 0.01, on both wires, and then I checked pins 37 and 57 and both showed battery voltage. so that is good and bad at the same time right? I mean does this mean the ecu is bad? please more help, I am soo confused. thanks.

Your test readings look good. Your problem is probably not in the wiring. See if you can find a buddy to borrow an ECU from to troubleshoot your problem. If you are Mass Air, then a A9P computer will work with both 5 speed & auto. A9L works only with 5 speed (that's what I have been told anyway). I don't know what the options are for SD computers right off the top of my head.
