still having problems.. help

So just two days ago we had the car at least running.. We took the plugs cleaned them up since they where fouled out.. put the plugs in tryed starting the car nothing. The fuel pressure was around 60psi so we lowered it to around 45psi. But the cars not starting let alone turning over well.. Why wouldnt it be starting? I mean its having trouble turning over. every time we crank the motor over its like struggling and it just not sounding good at all. Any ideas why its not cranking over well and why its still dumping so much gas to foul the plugs out so quick.

But when i parked the car it didnt have this problem Reason i parked it was due to the lock on the valve spring mushroomed out and I almost droped a valve. So i Switched to 1.6 Rockers and fixed that Lock.
Now the car just has trouble turning over and its just dumping way to much fuel
