Surface Rust Removal?

I'm working on my recently aquired 93 gt project.

Its a sunroof car, so as expected there is a bit of surface rust on the passenger back floorboard. Its nothing cancerous and I can easily get to good metal with just a screwdriver...

I just want to know how to prep it so that it never returns.

Suggestions?

Just sand it off with some 400-600 grit sandpaper and hit it with some primer. No big deal man.

Use a rust converter product. Both Home depot and auto parts stores have it. Its like a primer that you spray on or brush on but it converts the surface rust into an extremely hard surface that takes paint very well.

sand blast it or grind it till it's all metal. Rust WILL come back if you just cover it

Clean up the area and use POR 15, it works great. Acts like the rust coverter mentioned by BullitAndy above.
