Does anyone have this throttle body? I've heard its a good mod as far as throttle response and maybe 5-10 HP but does it require a new tune for the car?

I have one and I love the thing. The throttle response is deffinatly better than stock and I believe you are right about the increase in HP being about 5-10 average. A new tune is not required to make it work. I know a bunch of people over on The 4.0 Collective have this unit and are running it without having a retune for it and it is going fine, me included.
This is definitely a must buy mod. Easy to install and the results are worth what you pay for it. I don't have any numbers from a dyno to compare stock to the new unit, sorry.
