tie rod question should they swivel?

my memory is shot..

i just did my brakes on my dailydriver...the outer tie rods swivel.
unlike my mustang which seeem to be frozen in one spot...

im thinking this may be why i feel every little bump,and maybe why i get wiggle now and then at higher speeds.

my dailydriver rides like a dream.so i assume its normal.it is a joint ,i know it should swivel..but it should it be kinda tight too right?i know when their shot they can be pryed away drom the joint,and theyll click and have play..but i never seen a frozen one and wondering if its possible and what will the affect be?
