Torque Box: Repair or Replace?

I just discovered that my front rdivers side torque box is completely rusted out on the toe board side. Can I simply weld in a flat sheet (14 guage I think?) to that side, or should I replace the whole box? If I should replace it, how difficult of a job is it? TIA, Max
