You're referring to the backlight in the button and not the Traction Control [On/Off] indicator?

Means it's defaulting off. Could be a few reasons. I'm assuming your V6 didn't have a tunr to permanently shut it off, which leads me to ask what's the state of the ABS system? Is the ABS light on? Do you see the light come on when you turn the key to ON and then shut off? Any issues with the ABS system by default also disables traction control.

If you have a fancy scanner (or Forscan) you might be able to pull a DTC from the BCM. Your average run-of-the-mill OBD2 scanner won't be able to do that. Highly recommend ForScan in general for any Ford owner.
