I only turn mine on in the rain... it's kinda dangerous on dry or icy roads... TC turning on going up a hill in the snow sucks when theres a car behind ya 
If you want it though, I don't see why you couldn't wire a switch in.

i leave it OFF in the rain- believe me its dangerous in the rain, i was making a left turn at an intersection, and the tires spinned, it started shutting cylinders down, so i got off the throttle, got back on it, and is started bogging down, i got off and got on it again, - again it bogged down, this happend a few times, like a game. I nearly got in an accident.
Also, one time i took a corner too hard, and i went a little sideways- no biggie, but then the traction control kind of kicked me the other way to straighten me out, so naturally i counter steered, and it nearly kicked me into a wall. I turn that POS off- someone outta sue ford for putting that death device on in the first place.traction control in a mustang is not like traction control in a Lexus

If you don't have traction control in an '04, then you don't have ABS either.
In 2004, ABS and Traction control were gouped together as an $850 option. You couldn't get one without the other since the T/C system uses the ABS wheel sensors and ABS pump to detect slip and apply and release the brakes
With that said, since you don't have the T/C button, then that means you do not have ABS as well on your car.
To add it, you would need to retrofit the entire ABS system onto your car. It would be easier to sell your car and buy one with ABS and T/C installed than to do it yourself.
Oh and i actually like my T/C. I turn it off on dry days in the summer, but it's saved my ass a few times in the winter. Once i was in 3rd gear going up a hill and hit some black ice. The car got sideways and the T/C cut in and straightened me out faster than i could react. I have more situations where the T/C has helped me more than hurt me. But on a dry 70 degree summer day...it's off.
The ABS is also a great thing. I know a lot of guys will say ABS sucks and all that, but the Mustang ABS is prob one of the better systems i've driven. I've autocrossed the car and it works very well. The Mustang guys without ABS on the autocross course usually have a tougher time and lock their wheels a lot.
