Turns over but won't start

yep use a timing light and reset everything but if you were off just a hair it would crank. If you get it lined up and running but have no power when driving you'll be 180 out just to forwarn, seen it a bunch.
 
check for 12v at the coil...that would be the first step.

Also, when you put the motor at TDC..did you do it when cyl 1 is on the compression stroke? If you are not sure, pull the #1 plug and stick your finger in the socket. Get someone to turn the motor over by hand until the #1 cyl is on the compression stroke. You will feel pressure and air coming out. Then line up the timing mark on the balancer. Then point the rotor towards the #1 on the cap.

Its sounding more like you dont have voltage to the coil.
