Is the outside melted but the cable itself still working? You can have someone manually move the cable in the engine compartment while you verify the lever on the trans moves. If not, then don’t drive it.

No. not safe. It will cause issues with the AOD over time. You can probably drive it around the block and such but IIRC the trans won't shift properly and will build heat.
