U/D Pulleys or TB Spacer?

So, I just ordered an intake spacer, found one for $20 shipped.

Now, should I go w/ a $90 TB Spacer (which says it whistles)(do they mean in a good way or bad?)
Or a set of underdrive pulleys, which I can buy used for just under $100 shipped on ebay.

Which'll give me the best (and safest) bang for my buck?

The pulleys would be the better choice...the TB spacer really wont do much. I could feel it on my dads 00 V6...much better low-midrange power...but we are talking about a 260HP V8 now, so its harder to feel.

why do you need a spacer that whistles ???? WHY?!

It will give around 7RWHP at best...about 8RWTQ. You will feel it if your in tune with your car. I would guess about .8 better trap in the 1/4.
