Correct, UPS does not require a signature unless you specify and pay extra like Dell does. They can leave at your door without a signature, but it is up to the drivers descretion. If you are there when it is delivered and the package is damaged, you can refuse the delivery or sign for the package noting the damages for any possible recourse.

The problem that is faced here is if UPS store did indeed do the packaging and not the seller himself. If it was a UPS store who did the packaging and the package was sent insured then UPS will pay the claim. If it was packaged by the seller and they just used a UPS store as a shipping point, insured or not, UPS will not pay the claim. They will claim insuffecient or incorrect packaging.

Its the buyer that pays for the shipping even though the seller does the transaction

I don't think that I said anything about free shipping, did I ????

UPS doesn't care where the money comes from. Their responsibility, is to the person who paid them for their service. For eBay, that is usually the seller, and that makes the seller their customer.

That just comes from my own, though rare, problems. I was told by UPS that the person who paid them to ship the package, would have to be the one who files the claim. That may or may not be a problem depending on how much the seller wants to still be involved. Some sellers loose interest once they get their money and have shipped the item.
