vac lines

Hey guys , quick question , iv got a idle that likes to jump up and down on start up sometimes. The line that goes from the passengers side valve cover to the throttlebody gives me a surging idle but when i take that line from the valve cover neck to the neck of the intake its fine on start up. Iv blocked off the throttlebody line.

Is this going to be ok .

In the pic it works that way, if i go and hook it up to the throttlebody that is when i get a surging idle.
