vehicle not responding

so after moving all my wires to the fender, I have a check engine light., I tried to scan it and it says vehicle not responding? what could I have not hooked up for the data link not to send a signal to the cpu, and if I try to manually prime the fuel pump, it wont work "through the data link". but the car runs, but really crappy, anyone else have this problem ever?

I had that once but the battery was too low to scan. I would double check that both of the pugs are fully in the scanner then trace them to make sure they are not cut or shorted somehow.

they are all the way in the scanner, and if I try to jump the data link to read the codes off the dash,"check eng light blinks," it does nothing, like the cpu doesn't even see the data link.

Undo what you did with all the wires and you'll find the problem, I bet its just a shorted connection.
