No they can't. They have to legally own the vehicle, meaning they have to go through seizure hearings in court, etc, before the car can leave the impound lot. Not sure where you heard that, but it's totally false.

As far as the other unmarked vehicles that WSP uses, those are their "road rage" and "DUI" cars. They have all kinds of Volvo's, Camaros, Tahoes, etc, that they use for those purposes.

They were probably talking about impounding your car (temporarily) for a Reckless Driving citation. Not a permanent seizure. The only time a vehicle can be permanently seized is in the case of it being used for drug sales. Period. Other than that, they're temporary impounds for Reckless, DUI, etc.
