Can I cut off these white rings?

They are just excess waste from the original installtion at the factory.

those are to seal debris from the locking spring. puch them in there if you can.

Is it bad if my strut tower brace just touches the silver tube coming out of this box? I notice that the Shelby GT's have a black plastic tube of some sort on the silver tube. Can I get that tube also? Has anyone else noticed this also? Do I need to worry about it? Sorry I dont know what that box and tubes are called...I am kind of an auto idiot.

i would not want metal/metal contact. i would find something to prevent them from rubbing.
