What Is This On The Front Bumper ?

I just got this car from someone and I notice that they have 2 rectangular shapes on the bumper, is it apart of the bumper or something? btw, I'm new at mustangs

Just be mindful of how it goes back together if you get them off and don't like the look. You might even try attaching them better than they are now while you plan your next move.
