the blue and black next the each other what are they?
i know one is the ground

More important question; what are the wire body and stripe colors and the car year? They help identify the circuit name and function.

Still no wire and stripe color - without that, there is very little chance of getting you the correct answer.

trying to figure out what the blue plug does
it has a green with red stripe and a black wire going in and out

I would check it to see if it had 12 volt power that turned on and off when you turned the ignition switch to Run and them Off.
