Is it the MAP sencer? If so or not. What does it do?

Yes, that is the MAP (manifold absolute pressure) or BAP (barometric absolute pressure).

On Speed Density cars, that is the MAP sensor and it's connected to the intake manifold via a vacuum line. It measures manifold vacuum to help determine engine load for the EEC.

Ford Fuel Injection Manifold Absolute Pressure Sensor (MAP)

On MAF cars, it is the BAP sensor and it's left open to atmospheric pressure (as in your picture). It's used to measure changes in atmospheric pressure (or altitude) so the EEC can compensate for different operating conditions. i.e. sea level in Florida or 7000ft above sea level in Colorado.

It measures atmospheric pressure to calculate how dense the air is. With the MAF, it tells the car how much air is going into the engine. It's vital
