What safety issues need to be addressed with my header tank?

Now that I have my header tank built, I need to know about the electrical pump safety issue. I know that liquid gasoline doesn't conduct electricity (at least not well enough to cause ignition), but I wonder if for some odd reason my fuel pump(s) may jump a spark or something to the ground. I plan on putting some sort of studs in the header tank. That way, I can keep the H.P. fuel pump wires inside the tank and still connect them to the L.P. pump wires. Both pumps will be grounded on a stud running through the tank. And the positive wires will connect to an insulated stud running through the tank and then run to the EFI harness power. As long as I insulate the positive stud that runs through the tank I should be ok?

Here is a rough scetch of what I'm wanting to do. The gray things are the studs running through the aluminum tank. The positive stud will be insulated somehow (whatever makes a good seal) so it doesn't connect with the ground and jump a spark.
