What's a Good Freebie Photo Editing Program?

Before you answer, I have a great program provided by Canon to help with the actual QUALITY of the photo...lighting, color, contrast, tones, etc.

HERES WHAT I WANT:

I just want to be able to draw circles and elipses around parts of photos, then drag that part away and leave the outer part behind (like if you just wanted to highlight a tire then remove it, or someones head shot, then remove it..etc.

I dont need the fanciest expensive programs..Just a basic download that allows me to cut and paste, maybe add some blur effects, etc.

Gimp or Gimpshop, which is a modded version of gimp to look more like photoshop.

Gimp is open source, so yeah. It's as full featured as Photoshop. Awkward to use since the toolboxes are all over the place. Gimpshop sounds like a good way to get to know Gimp. I've never used it though.
