I found a set local and I can get them for a really good deal and I would like to know if I use a spacer on my chrome pony wheels if they will work or not?

Will cobra brakes fit the 94-95 16" pony wheel with a spacer or?

no. the rotors with the caliper will be too tall for the inside of the wheel. 17 inch rims are the smallest you can fit
Get a set of cheap 17" rims and put the Cobra brakes on. Great brakes, but you do gotta have at least 17's to fit.
As mentioned on another post (or two), I am pretty sure there is someone on this board who would sell you a set of chrome tribar 17" rims.
I think you could get them pretty cheap, too.
