Windshield washer pump has no power

I have a 1994 mustang gt I have a problem with my windshield washer pump. I am bearly getting 1v of power through the plug. I checked the fuses and they are fine some people said it could be the switch but the wipers work when I press the button and also I can hear the relay clicking. But I am struggling to find the wiring diagram so I can check the wires and where they lead to.

Are you probing the wire or the pig-tail (the plug)? Those tend to corrode and you may be getting an inaccurate reading. That's the first thing I'd suspect. Try probing a little further up the harness (a needle can pierce through the insulation and let you check, then you can dab some RTV on it to seal it back up). I'd suspect you'll just need a new pigtail.
