So I installed a new rack and pinion and had to have the alignment shop realign the steering wheel. Anyway, not sure who did what, but now my cruise control and horn don't work. On the good side, at least the airbag hasnt gone off in my face. Any ideas?

Might be your clock spring under the airbag. I think it provides ground for the airbag and steering wheel mounted switches. Disconnect the battery and stomp on the brake several times to drain the airbag power before messing with it.

Good Luck, Don

Having that bag blow while you are working on the car with any tool could have potentially devistaing results for your face / eyes. Take your car to a shop and have them work on it.
