Suspension Issues Driving Me Crazy

Like the title says, I have replaced the outer tie rod ends, new shocks all around, front wheel hubs/bearings and the vehicle still rides like a 60's roller coaster. It needs an alignment, but I am wondering if the ball joints need to be replaced as well as the rack and pinion/Inner tie rod!?! The steering is wobbly and the car pulls to the right if I hit a bump or uneven pavement. I thought the hubs/wheel bearings would solve this issue!

Jack the car up, support it on stands. (Make sure the steering is locked) Grab the front wheel at 9 and 3 o'clock (Left/right middle of tire). If there is movement then you have tie rod issues. Then grab the wheel at 12 and 6 (top/bottom). If there is movement you have ball joint issues.
