    Get a HVLP gun, sears has a great one for about $100 bucks, for the sanding I use an orbitable sander with like 300 to remove the old clear, you don't need to sand the hood down to the bare metal, just remove the clear and if smooth enough you can spray it, go with like a 220 grit to remove some...
