'01 headlights

I looked at a real nice silver '01 GT this morning on a local Ford dealer's lot. The only problem I have with it is the headlights. Both clear lenses have what looks like a coating that is peeling or is lightly pitted. They don't have a yellowed or dark color like some of the older cars but they do distract from the looks of the car.
There was a '02 or '03 parked near it on the lot that had a similar problem but not quite as bad. Is this a normal condition for these Mustangs (both had about 50,000 miles)? Can they be cleaned or would it be necessary to replace them? I'd like to negotiate with the dealer to have them replaced before I buy it. I'm sure they are not a cheap item.

Mine are REALLY bad on my 01 now...and have just gotten worse over the past few months. If you don't want to sand them down, McGwire's apparently makes a product called PlastX that you can use to work on them.
 
Just replace them. Shiny new headlights make a HUGE difference on a car
