01 Mustang Rough Idle

My girlfriend has had her Mustang for about a year now and just recently it started to idle high and low. It would go back and forth from about 2 grand to 500 rpm. and it will just keep doing that. After you drive it for a bit it will quit. But once you shut it off then start it back up it starts it again. Any help would be greatly appreciated.

Is the AC short cycling?
