Looking at an inexpensive 03 v6 with unknown motor issues. Have an 08 Crown Vic cop car with no trans.
Will the 4.6 bolt to the 3.5 bell housing?

No the 4.6 will Not bolt up to the larger bell housing also it's in a different pattern.
Not too sure on your steering clearance question.., but 4.6 parts Will work on the 4.6 without issue.
