No. Because the PATS module in the cluster and PCM are programmed for EACH other. Then the Keys are programmed into the Cluster. So to make PATS work as Ford designed really needs the entire working car.
The option is to disable PATS with a ODB2 programmer.
Either leave disabled or drive the car to someone with the service tools to correctly program the "as built" data into the PCM and program the PATS module in the cluster.
